Your post is live, the video looks great, and then you hit promote. Error: the housing category must be declared. Not a bug in your tool, but a mandatory Meta rule. Here is how it works, and what it changes about your reach.

Why that error appears

The block is not in your post and not in your tool, but in the category Meta places your ad in.

Meta uses a separate set of rules for ads about housing, employment and credit. These are the special ad categories, and every ad offering a home for sale or rent falls under the housing category. Agent services, mortgages and home insurance belong there too.

As long as you do not declare that category when setting up your campaign, Meta will not let the ad through. The organic post stays up, because the rule only applies to paid promotion. Hence the confusion: the video is online, but the "promote" button does not work.

Important: this is completely separate from where you made the video or how your post was published. It is a setting inside Meta itself.

Where the rule comes from

This rule is not a random administrative hurdle. It is the result of a test that went spectacularly wrong.

In 2016, journalists at ProPublica bought an ad for a home on Facebook. While setting the audience, they excluded certain ethnic groups. The platform approved the ad within fifteen minutes. What was technically a targeting option was, in practice, a tool to hide homes from certain people.

That is exactly what anti-discrimination law around housing forbids, in the United States since the Fair Housing Act, in Europe through national and European anti-discrimination rules. Complaints, lawsuits and settlements with civil rights organisations followed. Out of those settlements came the special ad categories in 2019: whoever advertises housing loses part of their targeting options. Not as punishment, but because fine-grained targeting on homes is simply a back door to exclusion.

How to declare the category

You do this when setting up the campaign, not afterwards.

In Meta Ads Manager you create a new campaign. In the campaign details, next to your objective, is the question whether your ad falls into a special category. Choose Housing there. If you work through Meta Business Suite or promote directly from a post, the same question appears in the promotion flow.

You set the category at campaign level, not per ad. If you want to change an existing campaign, that usually is no longer possible: you create a new campaign with the right category.

Since 2026 Meta also checks your imagery. If the system recognises facade photos, floor plans or for-sale signs, it applies the restrictions automatically, even if you did not declare the category yourself. Deliberately trying to work around it, for example by hiding real estate behind vague wording, is logged as evasion and weighs on the health of your ad account.

In short: declaring it is not only mandatory, it is also simply the safest.

What you lose in targeting, and what you do not

This is where the real impact sits, and it is good to know before you split your budget.

What falls away

What stays

  • LocationAs long as you stay within the minimum radius. For a local office that is often wide enough.
  • Your creativeThe video, the visuals, the text, the caption: none of that changes.
  • Budget and bidding strategyYou decide how much you spend and how you bid.
  • Retargeting your own website visitorsAs long as your audience is not built in a discriminatory way.
Demographic filters such as age and gender fade out, while location targeting with a radius around the neighbourhood stays active.

What you notice in practice: you reach a broader and less filtered group. That sounds like a loss, but for real estate it is not so bad. Someone buying a home in your municipality rarely fits neatly into a demographic box, and the people you really want to reach are in your region anyway.

What this means for your strategy

As targeting becomes less sharp, your content becomes the distinguishing factor.

That is the logical conclusion. When everyone reaches the same broad audience, the winner is not whoever filters most cleverly but whoever stands out most in the feed. A static photo with "for sale" scrolls past. A video that grabs attention in the first seconds does not.

Put your budget on your best creatives. With broader targeting you pay for more irrelevant impressions. Strong content compensates for that, weak content burns your budget.

Do not underestimate your organic reach. The restrictions only apply to paid promotion. Posting consistently across all your channels costs you no ad budget and falls outside these rules. The error is annoying, but it is quickly solved and it is separate from your tool or your page. You declare the housing category when setting up your campaign and your ad runs.

What remains is a strategic question. If Meta deliberately makes your targeting broader, the quality and frequency of your content is the only thing you can really steer on. That is less of a limitation than it seems, because that is exactly where most offices still have ground to gain.

Frequently asked questions

No. Organic posting is entirely outside it. The restrictions only apply once you pay to promote a post.
What if my ad stays rejected after declaring it?
Check that the landing page matches the ad and that your text contains no wording that could be read as excluding, for example aimed at household composition or origin. If the problem persists, file an appeal via Ads Manager.
